Case Studies

  • Compiling ‘Guidelines for the Protection of Critical Infrastructure’   C&ES were commissioned by the industry association of the World’s third largest oil and gas exporting country. The task was to advise how the various stakeholders could apply a consistent and agreed multi- agency approach to security risk management methodologies across the sector.
  • Producing ‘Thought Leadership’ Papers C&ES was commissioned by a world scale insurance broker.  The task was to write and present a paper for key clients on ‘assessing the implications of emerging US and EC Critical Infrastructure Protection legislation and guidelines for a specific industry sector’. This included an in depth review of newly mandated or proposed Security Risk Assessment methodologies that may become ‘de-facto’ security standards for the sector.  We identified which of the various industry security risk assessment guidelines may actually ‘fit’ the needs of the sector in terms of accepted best practice; whilst meeting the letter and spirit of often conflicting current and emerging regulation.
  • Providing Security Subject Matter Expertise.  C&ES have been commissioned by a leading joint public-private sector consortium to act as security and Counter Terrorism subject matter experts.  The consortium is conducting an eighteen month EC funded research project which aims to develop a security methodology and ‘toolkit’ for the an industry sector trade organisation which represents 30% of global production and has around 29,000 large, medium and small companies as members. C&ES provides the detailed knowledge and expertise on security concepts, methodologies and techniques, with a special emphasis on the protection of complex Critical Infrastructure.
  • C&ES have been engaged on consulting to major energy projects in both Europe and the Middle East. On the latter, it was necessary to develop an integrated Safety, Security and Contingency Plan. This entailed reviewing selected international and other appropriate standards and regulations in order to construct a security and contingency plan which reflected both international best practice and tied into the operator’s and the national Major Incident Plan. Involvement in the former large and complex multi billion dollar infrastructure project entailed conducting multifaceted security risk assessments, identifying and treating security risks and thereafter developing and articulating Operational Requirements and response plans for the client.  Following this C&ES provided professional assistance throughout the resultant tender action ensuring an in-depth and practical approach to addressing the client’s needs.
